Parent Registration Information:
Purpose of the FCC Subsidy Program is
to increase the amount of quality, affordable child care spaces in
Services' programs.
Register with FCC Coordinator in Smith
Community Center, Bldg. 767, 2nd floor, Mon-Fri. Call 926-6741 for
appointment.
Parents must pay a portion of the cost
of the space. AF contractor will pay the provider for the other
portion (the subsidy). If a parent fails to pay their portion, the
provider is in danger of losing their subsidy for that space.
Only full-time care (35-50 hours) is
subsidized for children 2 weeks through 12 years.
Parents will pay the same rate for
their subsidized space as they would if their child was enrolled in
the base Child Development Center.
Parents who fail to pay their fees will
be dropped from the Subsidy Program and can be charged full price by
the provider.
The FCC Coordinator will collect the DD
Form 2652 (Application for DoD Child Care Fees) and all supporting
documentation--LES and pay statements. After calculating the Total
Family Income (TFI), the coordinator will provide the income category
number (1-6) and the appropriate weekly fee to the provider. The FCC
provider will not be privy to the DD 2652 or the supporting
documentation. Any questions about the calculations should be
addressed to the FCC Coordinator.
Each year when the CDCs and School Age
Programs review parent incomes and set their annual fees, the FCC
Subsidy Program will do likewise.
The basic weekly fee paid by parents is
based on 52 weeks of service. Vacations, TDYs, and other absences are
not included in this fee. Providers will establish procedures for
these situations. If a provider is unable to provide care, the FCC
Coordinator will work with the provider and parent to find a
substitute if care is needed. The parent will pay the same rate to the
substitute as established on the DD 2652. The provider is responsible
for paying the substitute the amount of subsidy. If no care is
available, the parent is not responsible for any fees paid to the
provider. No subsidy will be paid to the provider when service to the
parent is not available.
Fees for late payments, late pickups,
insufficient funds checks, extra hours (over contracted amount), field
trips, and other such situations are at the discretion of the
provider.
If a family experiences unfavorable financial hardship, a reduction in
fees may be applied for through the FCC Coordinator's office to the
Mission Support Group Commander or designee. If approved, the
coordinator will provide the new income category and the new weekly
fee to the provider for immediate implementation.
