Jim and April Howard successfully obtained the sole source full-food service contract positions (Food Services) at Robins AFB in March 2007.  Mr. Howard, contract managers for Wynn Dining and Flight Line Dining Facilities started working with the Georgia Department of Labor, Business Enterprise Program (BEP) in 1986.  Mr. Howard successfully managed two private business ventures: Rainbow Creations Catering Co. and Southern Satellite Systems while concurrently with BEP.  Mr. Howard has had an exceptional career in the food service industry.

Before arriving at Robins AFB, the Howards partnered with Joe Blackstone of Blackstone Consulting, Inc. (BCI) to manage the Food Service contract under Howard and Blackstone Services, LLC.  The Georgia Department of Labor and BCI and now, Howard and Blackstone Services have been the sole-source full-food sevice contractors since 2001.  This partnership helped Food Service win the distinguished AFMC Gold Plate award and finish second for the Hennessey award in 2007.  Howard and Blackstone Services intend to continue this path in pursuit of excellence.
