Here is an

explaining the importance of AAFES dividends support for Services
Divisions throughout the Air Force.
The value of the Army and Air Force Exchange Service (AAFES) extends far
beyond their ability to provide quality merchandise and services.
Dividends, generated from their overall earnings, are a major contributor
to all non-appropriated fund (NAF) construction projects. “Every time
you shop at the Base Exchange, you provide support to Services’
programs, equipment and construction projects for facilities that are not
fully supported by appropriated funds,” said Col Joseph Rarer, Chief of
AFMC Services. These include activities such as golf courses, bowling
centers, clubs, youth centers, and outdoor recreation.
Annual AAFES contributions to Air Force
Services average $81 million or $239 for every Airman. Part of this
contribution is held at Air Force-level, to support the Base Capital
Improvement Fund which funds major construction and central programs such
as Tops in Blue. Over $14 million is currently obligated to major
construction within AFMC. This includes the newly completed Enlisted Club
at Eglin and the recent replacement of the golf greens at Robins. A POV
car wash at Edwards, golf maintenance building and irrigation system at
Hill, golf greens replacement at Tinker and a golf maintenance building at
Wright-Patterson are among the projects still under design and
construction.
Another portion of the funds is given
directly to each MAJCOM. Headquarters AFMC receives about $630K annually.
The command uses this money to provide grants for smaller projects. FY04
endeavors include a golf driving range at Hill; bowling snack bar
renovation at Kirtland; club renovations at Robins and Tinker, and bowling
lane projects at Wright-Patterson and Eglin.
A final portion of the funds is given
directly to the installations. On average, AFMC installations receive a
total of $4.2 million. The amount varies by location depending upon the
amount of revenue brought in by their exchange. Each installation uses
their funds for equipment as well as minor construction and
renovation.
With the help of AAFES dividends, Services
has completed hundreds of community enhancement projects Air Force-wide.
No matter what the size or scope of each project, all are in line with the
mission of Services to provide and improve the quality of life and
well-being of the base community. AAFES will continue to focus on
providing value to their customers while generating dividends so their
customers and ours get quality services.
